One state-level drafting committee for “Protection of Manipuri People’s Bill” has been constituted by Manipur government on May 23. The government spokesperson, Thongam Biswajit Singh has announced it yesterday, in presence of media persons at his office. And, this committee will be putting all efforts to introduce a draft Bill during the upcoming Monsoon Session in July.
The proposed Bill is an alternative to the demand of the Joint Committee on Inner Line Permit System (JCILPS) for implementation of Inner Line Permit System (ILP) in Manipur to protect the indigenous population. The ILP is the permit system and as per it, the citizen from other parts of the country are not allowed to enter the boundary of a state without a valid pass issued by a competent authority like the state deputy resident commissioner/deputy commissioners/any other officer authorised by the state government.
Rebutting claims that outsiders are not allowed entry, Biswajit said, any legal Indian citizen can never be denied for entry into the state. We all can understand that Manipur is also affected by the Rohingya issue. Here, the government is closely monitoring entry of illegal migrants only.
