The Union government has advertised for the Joint Secretary (JS) rank. Usually, this sort of positions is filled by UPSC exams pass outs. Modi government is looking for “talented and motivated Indian nationals willing to contribute towards nation building” to become bureaucrats. It was looking for 10 outstanding individuals with expertise in the areas of financial services, revenue, economic affairs, agriculture, cooperation and farmer welfare, road transport and highways, shipping, environment, forest and climate change, new and renewable energy, civil aviation and commerce.
As per a senior officer, “This is not a bad idea. But we have to see the fine prints. There should be some merit-based exams for the lateral entrants. The appointment should only be given by a body like UPSC.”
Niti Aayog chief Amitabh Kant also tweeted on this subject, “They bring in a vast number of fresh and vibrant ideas. This move in the government was long overdue & I welcome it.”
The government notification asks for a minimum of 15 years’ experience in a notable position in the Private sector” as eligibility and recruitment would for three to five years.
